In a significant move towards digitisation of aviation regulatory processes, the Directorate General of Civil Aviation (DGCA) has launched Electronic Personnel Licence (EPL) services for Airline Transport Pilot Licence (ATPL) holders. The initiative aims to modernise licensing procedures, enhance transparency, and improve ease of compliance for pilots and airlines.

 

Under the new system, ATPLs will be issued and maintained in a secure digital format, replacing traditional paper-based licences. The electronic licences will be accessible through designated digital platforms and can be verified electronically in real time, reducing dependence on physical documents and manual verification processes.

 

According to DGCA officials, the introduction of EPL services will enable faster processing of licence issuance, renewals, and updates. It will also help in minimising errors, improving data accuracy, and ensuring better record management. The system is designed to align with International Civil Aviation Organization (ICAO) standards and global best practices followed by leading aviation regulators.

 

The electronic licence will contain key details such as licence validity, ratings, endorsements, and medical status, allowing seamless access for regulatory checks and operational requirements. Airlines and regulatory authorities will benefit from quicker authentication of pilot credentials, improving operational efficiency and safety oversight.

 

The launch of EPL services for ATPL holders forms part of DGCA’s broader digital transformation roadmap aimed at improving service delivery and promoting ease of doing business in the civil aviation sector. The regulator has indicated that electronic licensing will be extended to other categories of flight crew and aviation personnel, including commercial pilots, aircraft maintenance engineers, and cabin crew, in a phased manner.

 

Industry stakeholders have welcomed the move, noting that digital licensing will reduce administrative burden, improve convenience for pilots, and bring greater efficiency to regulatory interactions. The initiative is also expected to support India’s rapidly expanding aviation sector by ensuring a robust, transparent, and technology-driven regulatory framework.

 

The DGCA continues to undertake reforms focused on safety enhancement, regulatory efficiency, and adoption of digital solutions as India strengthens its position as one of the world’s fastest-growing aviation markets.
